Biography
Bill Yoder is an expert facilitator and management consultant with over 30 years experience helping diverse groups bridge conflicting motivations and perspectives to reach consensus decisions, develop strategies, and improve performance. A Program Management Professional certified in 1989 to facilitate Joint Application Design (JAD) workshops, Mr. Yoder later received training and certifications in Team Performance, Organizational Development and Change Management. Over the years, his practice has spanned a wide range of challenges crossing the disciplines of strategic planning, process redesign, systems development and implementation, organizational improvement, team performance and change management. Mr. Yoder has experience with all aspects of the systems development life cycle (SDLC), and has led transformation and redesign efforts for many organizations and a wide range of business processes. He has provided consulting services to most Federal departments, many states, and corporations in several industries. Mr. Yoder has facilitated hundreds of process design, requirements specification, and other workshops, he has developed and delivered training ranging from one hour to a full semester addressing project management, leadership, team performance, and other topics, and he is an adjunct Professor of Knowledge Management in the MBA program at George Mason University.
Project Descriptions
 Facilitated multiparty groups including management, labor organizations and scientific experts to help the Federal Aviation Administration develop strategies for addressing human fatigue issues among Air Traffic Controllers and other staff. Planned and facilitated meetings of the FAA-wide Fatigue Safety Steering Committee. Certified FAA Safety Risk Management Workshop facilitator.

 Planned and assisted in the establishment of a new agency that manages the information technology infrastructure for 45,000 customers across three agencies of the US Dept of Agriculture. Led stakeholders through collaborative processes to architect and implement a new ITIL-based organization. Multiparty facilitation leading to of the operating model for the new entity an the definition of business processes, organizational roles and responsibilities, service level agreements and other essential strategic elements. Coordinated with Six Sigma focused efforts to improve service delivery, spearheaded the development of a strategic plan, facilitated operational and contractual arrangements between the new organization and its customers; implemented an organizational Project Management Office, implemented a portfolio management program, and facilitated definition of policies and guidelines.

 Served as a senior facilitator and business process modeling consultant supporting hundreds of projects for American Management Systems. Planned and facilitated workshops to document and refine business processes and system requirements, to solve diverse business and organizational problems, and to develop implementation and change management strategies for enterprise level initiatives including financial management and other systems.; Developed strategies for commercial and Federal clients as well as AMS business units. Developed and delivered management training programs and provided executive coaching.

 Provided facilitation, business process design, planning, and other consulting services supporting a broad range of projects and systems. As a process expert, Mr. Yoder’s clients spanned many types of projects and many industries.

 Consulted with dozens of internal and client project teams to identify and develop strategies for addressing team performance issues and obstacles to effective system implementation; Planned and facilitated dozens of training sessions and hundreds of problem-solving, system design, decision making, and strategic planning workshops for clients in health care, pharmaceuticals, research, energy, financial, and other industries as well as for numerous state and Federal civilian, defense, and intelligence agencies.
