Planned and assisted in the establishment of a new agency that manages the information technology infrastructure for 45,000 customers across three agencies of the US Dept of Agriculture. Led stakeholders through collaborative processes to architect and implement a new ITIL-based organization. Multiparty facilitation leading to of the operating model for the new entity an the definition of business processes, organizational roles and responsibilities, service level agreements and other essential strategic elements. Coordinated with Six Sigma focused efforts to improve service delivery, spearheaded the development of a strategic plan, facilitated operational and contractual arrangements between the new organization and its customers; implemented an organizational Project Management Office, implemented a portfolio management program, and facilitated definition of policies and guidelines.
